Agir en commun pour un usage durable de l’eau agricole. Propositions pour prévenir la dégradation et la surexploitation des eaux souterraines

Abstract

La pression exercée sur les eaux souterraines, notamment par l'agriculture, s'accroît dans toutes les régions du monde. Des courses au pompage s'engagent dont les agriculteurs les plus pauvres sont rapidement exclus. Ce papier présente les solutions proposées notamment par les pouvoirs publics pour encadrer l'accès et l'usage de ces ressources afin d'en limiter la surexploitation et en analyse les limites. Il formule sur cette base un ensemble de recommandations stratégiques à destination des gestionnaires, décideurs publics et bailleurs de fonds, pour surmonter les impasses auxquelles sont confrontées à long terme les politiques d'accroissement des capacités, et pour développer une vision partagée de l'eau souterraine préservant le caractère multifonctionnel de cette ressource.
