Abstract

Un des outils théoriques requis pour ouvrir la "boite noire" de l'organisation interne du gouvernement est la théorie des multiprincipaux qui étudie comment différents schémas incitatifs interagissent. En considérant l'ensemble des relations entre les centres de gouvernement et les entités qu'ils régulent comme un ensemble de contrats concurrents, on peut rechercher les coûts et les bénéfices d'une séparation structurelle entre différentes régulations partageant les droits de contrôle sur le processus régulatoire. Tout d'abord, cet article survole la littérature ayant abordé ce sujet. Puis, il décrit plus largement les bénéfices possibles de cette séparation dans un monde de régulateurs non bienveillants. Il discute aussi comment les droits de contrôle sur le processus régulatoire et les canaux de communication à l'intérieur du gouvernement doivent être construits dans le même but : réduire la discrétion des régulateurs non bienveillants.
