Quelles voies pour l'évolution de la politique agricole ?

Abstract

Le processus de libéralisation des échanges, conduisant à une remise en cause du soutien de l'agriculture, amène dans une première partie à se poser la question des fondements et des raisons de l'existence des politiques agricoles tant dans les pays pauvres que dans les pays riches. Dans une deuxième partie, les effets sur les pays en développement de cette libéralisation sont étudiés, montrant la grande diversité des situations. Enfin, les conséquences d'un soutien minimisant les distorsions, par le biais d'aides découplées, sont envisagées. Pour cela on se réfère à l'exemple des États-Unis, et à ce qui est susceptible de se produire en Europe et en France.
