Abstract

Facing the challenges of sustainable development, public and private organizations should be involved in an eco-responsible approach. Considering these new requirements and the challenges posed by sustainable development, information and communication technologies and wider information systems have a contribution to make. This contribution asks directly the question of eco-responsibility of information systems and its evaluation within organizations. We present here an experiment designed to test a methodological tool to assess the 'sustainability' or eco-responsibility of information systems. This paper presents the results of the second phase of a wider research to assess the eco-responsible computing or Green IT by the development of a management tool, in an engeneering research. Conducted in a Regional Council, this empirical study shows that practices implemented in this field are little mature, reflecting an eco-responsible governance still embryonic. In addition, it reveals, to our field of study, tensions between the aims of public action and the resources allocated. Thus, the means determine ends (in terms of limits) but they also justify the purpose: indeed it is in the perspective to achieve an economic and ecological goal (eco-efficiency) or to reduce the means used to produce a service (eco-effectiveness) that are implementing Green IT initiatives.
