Una aproximación de los Impactos de las concesiones viales en Perú: Casos de las carreteras Buenos Aires - Canchaque, Longitudinal de la Sierra Tramo 2 Y Tramo vial Dv. Quilca - La Concordia

Abstract

En este trabajo se realiza una apoximación al impacto de tres contratos de concesión de infraestructura vial sobre un conjunto de variables relevantes relacionadas con el bienestar de las personas, tales como: empleo, educación, salud, tenencia de activos y siniestralidad. De acuerdo con las estimaciones realizadas, bajo el método de variables instrumentales, la concesión de la carretera Buenos Aires-Canchaque ha tenido, en general, un impacto favorable en el bienestar de las personas en su zona de ámbito. Por otra parte, tras utilizar el método de propensity score matching, se puede afirmar que en aquellos tramos de los proyectos Longitudinal de la Sierra Tramo 2: Ciudad de Dios-CajamarcaChiple-Cajamarca-Trujillo-Dv. Chilete-Emp. PE-3N y Tramo Vial Dv. QuilcaDv. Arequipa (Repartición)-Dv. Matarani-Dv. Moquegua-Dv. Ilo-Tacna-La Concordia, ambas concesiones han tenido un impacto favorable al identificarse una reducción de accidentes, menos heridos y menos muertes en comparación a tramos de carreteras no concesionados.
