Universidad y crecimiento económico: mercado laboral y recaudación fiscal. El caso del sistema universitario público valenciano

Abstract

Las universidades son uno de los agentes más activos en la generación de capital humano en las sociedades actuales y, por tanto, contribuyen por esta vía al crecimiento económico de su entorno. Asimismo, en la medida en que el capital humano generado en las universidades permite a los titulados universitarios percibir mayores ingresos laborales, las universidades también contribuyen indirectamente al aumento de la recaudación fiscal de su entorno. Este trabajo propone sendas metodologías para cuantificar el impacto de las universidades al crecimiento económico y a la recaudación fiscal. Ambas metodologías se basan en la definición de escenarios contrafactuales que permiten comparar la situación actual con una hipotética en la que no existieran universidades. Las metodologías se aplican al caso de las universidades públicas valencianas. Los resultados indican que en la última década, las aportaciones de las universidades públicas valencianas han significado alrededor del 30% del crecimiento y del 9% de la recaudación fiscal por IRPF e IVA de la Comunidad Valenciana.
