Strategisches Management in Kommunen: Ein integrativer Ansatz mit Bezug auf Governance und Personalmanagement

Abstract

Trotzdem ist man auf diesem Weg noch lange nicht am Ziel. Die Beschäftigung mit der zielgerichteten, zukünftigen Entwicklung von Gemeinwesen und ihren Verwaltungen hat eine lange Tradition. In den letzten Jahren wurde das Thema verstärkt wieder aufgegriffen, wobei weniger die Planung als die Zukunftsfähigkeit der Kommunen im Vordergrund steht.Warum also ein weiteres Buch zu diesem Thema? Die Autoren verfolgen drei Ziele: Erstens geht es uns darum, einen umfassenden Überblick über das Thema zu verschaffen. Zweitens sollen Aspekte aus der aktuellen Governance-Diskussion sowie im Hinblick auf das kommunale Personalwesen berücksichtigt werden. Drittens soll insofern ein eigener Beitrag zu Konzeption und Verständnis kommunalen strategischen Managements geleistet werden, als dass inhaltliche, akteursbezogene, prozessuale und instrumentelle Elemente ganzheitlich integriert werden.Zunächst wird versucht, ein Verständnis darüber herzustellen, was man unter strategischem Management in der Kommunalverwaltung verstehen kann, welche Konzepte es bereits gibt und wie die Bedeutung dieses Themas einzuschätzen ist. Anschließend werden entsprechende Schlussfolgerungen aus der aktuellen Governance-Diskussion gezogen.Der Schwerpunkt des Buches liegt auf der Darstellung einer Konzeption des kommunalen strategischen Managements. Dazu dient die Betrachtung der inhaltlichen Dimension kommunaler Strategieentwicklung (strategische Themenfelder, Ziele und Strategien im engeren Sinne), der Akteure und deren Rollen (Führungskräfte und Beschäftigte der Verwaltung, Politik), der typischen Phasen von Strategieprozessen (Formulierung, Implementation und Evaluation von Strategien) sowie der Instrumente des strategischen Managements (Analyse-, Konzeptions- und Umsetzungsinstrumente, Balanced Scorecard). Anschließend wird der Frage nachgegangen, wie diese Elemente integriert werden können, wenn man strategisches Management als Abstimmungs-, Veränderungs- und Führungsprozess begreift.Das letzte Kapitel befasst sich mit dem strategischen Personalmanagement als Schlüsselfunktion und Anwendungsfall des strategischen Managements in Kommunen.Dieses Buch richtet sich an ein interessiertes Fachpublikum, v.a. in der Praxis der kommunalen Verwaltungsführung. Es verdeutlicht jedoch auch den aktuellen wissenschaftlichen Diskussions- und Forschungsstand zu diesem Thema.
