Abstract

Die Sicherung und Entwicklung von Freiräumen in besiedelten und unbesiedelten Bereichen ist die zentrale Aufgabe einer nachhaltigen Raumentwicklung und -planung. Allerdings gehen Planungsimpulse nach wie vor primär von Flächenforderungen für die weitere bauliche Entwicklung aus. Mit neuer Flächeninanspruchnahme für Siedlungs- und Infrastruktur werden erhebliche Freiraumverluste mit negativen Folgen für die verschiedenen Freiraumfunktionen und -nutzungen in Kauf genommen. Rechtliche Verbindlichkeit, empirische Fundierung und auch der politische Wille für konsequenten Freiraumschutz fehlen oft. Der vorliegende Sammelband stellt anhand strategischer Ansätze und konkreter Praxisbeispiele aktuelle Erfordernisse zu diesem zentralen Planungsthema ins Zentrum und spiegelt die Diskussionen im ARL-Arbeitskreis "Freiraumsicherung und -entwicklung in der räumlichen Planung". Die Autorinnen und Autoren plädieren für eine "Freiraumwende" mit einem Perspektivenwechsel: künftig explizit vom Freiraum her zu denken, zu planen und zu handeln.
