Abstract

Der Beitrag gibt einen Überblick über die im Regionalen Raumordnungsprogramm (RROP) des Regionalverbands Großraum Braunschweig aktuell verfolgten Ansätze der Freiraumsicherung. Der Schwerpunkt liegt auf der Darstellung der mit dem multifunktionalen Planzeichen "Vorranggebiet Freiraumfunktion" anvisierten Konzeption. Dies wird unterfüttert durch Einblicke in die fachlichen Vorarbeiten und die informelle Beteiligung der Kommunen sowie weitere freiraumbezogene Handlungsfelder. Es wird gezeigt, dass das multifunktionale Planzeichen "Vorranggebiet Freiraumfunktion" für die Steuerung der Siedlungsentwicklung unter Integration der Belange von Klimaschutz und -wandel gut geeignet ist. Eigenständige freiraumbezogene Fachbeiträge können dazu beitragen, die Begründung regionalplanerischer Festlegungen und damit deren Abwägungsrelevanz zu stärken, indem fachplanerische Entwicklungsvorstellungen, z. B. aus dem Naturschutz, in den aus gesamtplanerischer Sicht anzusetzenden Rahmen eingefügt werden.
