Österreich 2025 – Pflegevorsorge – Künftiger Finanzierungsaufwand und regionalwirtschaftliche Verflechtungen

Abstract

Die öffentlichen Ausgaben für Pflegevorsorge werden, wie aktuelle Projektionen zeigen, bereits bis 2025 kräftig steigen. Unter der Annahme einer gleichbleibenden Betreuungsstruktur ergeben sich jedoch vor allem aufgrund der demographischen Entwicklung insbesondere zwischen 2025 und 2050 drastische Kostensteigerungen. Die Projektionen für das Pflegegeld zeigen bis 2025 gegenüber 2015 einen realen Ausgabenanstieg um etwa 12%, bis 2050 jedoch um 67%. In den von Ländern und Gemeinden finanzierten Pflege- und Betreuungsdiensten erhöhen sich die öffentlichen Ausgaben bis 2025 bereits um knapp 50%, bis 2050 sogar um 360%. Gemäß Schätzungen zu den regionalwirtschaftlichen Verflechtungen der Pflegedienste waren die öffentlichen und privaten Ausgaben für Pflege- und Betreuungsdienste von 3,4 Mrd. € im Jahr 2015 mit direkten, indirekten und induzierten Wertschöpfungseffekten von 5,9 Mrd. € sowie 115.000 Beschäftigungsverhältnissen (bzw. 86.500 Vollzeitäquivalenten) verbunden. Die Gesamtausgaben generieren somit ein Steueraufkommen von rund 1,1 Mrd. € und Sozialversicherungsabgaben von rund 1,3 Mrd. €. Die volkswirtschaftlichen Multiplikatoren des Pflegesektors sind aufgrund des hohen Anteils von Löhnen und Gehältern an den direkten Ausgaben und der damit verbundenen hohen direkten Wertschöpfung vergleichsweise hoch.
