Water Resources Of Transboundary Rivers Of The Republic Of Kazakhstan: Management Principles, Methods And Mechanism

This article provides theoretical and methodological provisions on the management of transboundary water resources in Kazakhstan. This article outlines the basic definitions, goals, objectives, approaches, principles and methods that should be taken as a basis when designing the management mechanism applicable to water resources of Transboundary Rivers of the Republic of Kazakhstan. Researching has contributed to an original vision of theoretical and methodological fundamentals of water resources management and of its mechanism at the national level with regard to the principles of integrated basin management. It has also contributed to the original solutions made for the problems of their improvement. The stated research goals and objectives were achieved through the following methods: historical-chronological, abstract-logical, analytical-monographic, structural-functional, statistical methods. This article examines the problem of transboundary water resources management from top to bottom with regard to the outlined management principles, methods and mechanism through the example of the Republic of Kazakhstan. Hence, practical research relevance is that it introduces science-based recommendations on water resources management in Kazakhstan that are driven by the latest acceptable methods and mechanisms. The introduced economic mechanism of transboundary water resources management was designed for the Central Asia countries to boost the process of solving problems of rational utilization and protection of water resources, sustainable water management and stabilization of the Aral Sea level by means of legal, administrative, economic and technical methods.
