Der Aufbau Ostdeutschlands: Struktureller Fortschritt bei wirtschaftlicher Stagnation

Abstract

Der wirtschaftliche Anpassungsprozess zwischen Ost- und Westdeutschland ist in den letzten Jahren fast zum Stillstand gekommen. Allein aus der anhaltenden Ost-West-Wanderung resultiert noch eine geringfügige Konvergenz der Pro-Kopf-Einkommen. Blickt man jedoch tiefer in die ostdeutsche Wirtschaftsstruktur, so zeigt sich eine zunehmende Verschiebung des sektoralen Schwerpunktes von der Bauwirtschaft hin zum Verarbeitenden Gewerbe und zu den unternehmensnahen Dienstleistungen. Damit entstehen allmählich die Grundlagen für eine tragfähige Branchenstruktur in Ostdeutschland. Im öffentlichen Bereich der neuen Bundesländer gibt es Licht und Schatten: Während die staatlichen Haushalte der ostdeutschen Länder von einem Ausgleich noch weiter entfernt sind als die in Westdeutschland und die Verschuldung inzwischen im Durchschnitt das westdeutsche Niveau übertrifft, nähern sich die Infrastrukturausstattungen in beiden Landesteilen aufgrund weiterhin hoher Investitionen im Osten zunehmend einander an.
