Regionalförderung in Deutschland: Was hat der Ostdeutsche Mittelstand davon?

Abstract

Regionalförderung im Rahmen der „Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur“ (GA) ist hierzulande insbesondere eine Sache der mittelständischen Industrie. Das trifft vor allem für Ostdeutschland zu. Dort gingen in den Jahren 1991 bis 2001 rund 93 Prozent der Fördermittel an den Mittelstand. Nach den Erfahrungen einer Dekade stellt sich allerdings die Frage, ob dieses regionalpolitische Förderkonzept dem Ziel „Angleichung der Lebensverhältnisse“ hinreichend gedient hat. Ansätze, die weniger industrielastig orientiert sind und die mehr auf arbeitsplatzschaffende Investitionen abstellen, wären möglicherweise erfolgreicher gewesen. Die Osterweiterung der EU wird die GA-Förderung Ostdeutschlands von 2007 an nachhaltig beeinflussen. Denn mit dem Sinken des EU-Durchschnittseinkommens werden viele ostdeutsche Regionen nach den EU-Förderkriterien als nicht mehr förderungswürdig gelten.
