From theory to practice: Designing a European basic income

Abstract

Basic income, a periodic cash payment unconditionally delivered to all accredited residents on an individual basis, has garnered a great deal of attention in recent years driven by rising inequalities, the failure of minimum income schemes, labor market transformations, and diverse basic income pilot projects worldwide. However, the successful implementation of a basic income requires a comprehensive and sustained effort. This research contributes to this endeavor by providing an unprecedented microsimulation analysis of the economic feasibility of a European Basic Income (EBI), demonstrating that it can be financed sustainably and equitably without reducing existing tax revenues. The proposed EBI, financed through a reform of the personal income tax and the introduction of common European wealth and greenhouse gas emissions taxes, ensures the material existence of all Europeans and fosters a more egalitarian European Union through its redistributive effects. 基本收入是一种定期向所有符合条件的居民无条件发放的现金支付。近年来,由于不平等现象加剧、最低收入计划失败、劳动力市场转型以及世界各地不同的基本收入试点项目,基本收入引起了广泛关注。然而,成功实施基本收入政策需要全面而持续的努力。为了对这一努力作贡献,本研究对一项“欧洲基本收入”(European Basic Income)的经济可行性进行了首次微观模拟分析,表明它能在不减少现有税收的情况下获得可持续且公平的资金。拟议的欧洲基本收入的资金源于个人所得税改革和共同的欧洲财富和温室气体(GHG)排放税的引入,确保所有欧洲人的物质生存,并通过其再分配效应来促进更平等的欧盟。 La renta básica, un pago periódico en efectivo que se entrega incondicionalmente a todos los residentes acreditados de forma individual, ha atraído mucha atención en los últimos años debido a las crecientes desigualdades, el fracaso de los esquemas de renta mínima, las transformaciones del mercado laboral y diversos proyectos piloto de renta básica en todo el mundo. Sin embargo, la implementación exitosa de una renta básica requiere un esfuerzo integral y sostenido. Esta investigación contribuye a este esfuerzo al proporcionar un análisis de microsimulación sin precedentes de la viabilidad económica de una Renta Básica Europea, demostrando que se puede financiar de manera sostenible y equitativa sin reducir los ingresos fiscales existentes. La Renta Básica Europea propuesta, financiada mediante una reforma del impuesto sobre la renta personal y la introducción de impuestos comunes europeos sobre la riqueza y las emisiones de gases de efecto invernadero (GEI), garantiza la existencia material de todos los europeos y fomenta una Unión Europea más igualitaria a través de sus efectos redistributivos.
