Public private partnership for the sustainable infrastructure development: a systematic literature review

Abstract

Public–Private Partnerships (PPPs) have become essential in addressing infrastructure and sustainability challenges by leveraging strengths from both the public and private sectors. This systematic literature review (SLR) examines several studies on PPPs related to infrastructure development in various countries. Analysis was conducted on 69 scholarly articles published between 2009 and 2024 to synthesize key themes, research methodologies, and geographical trends in PPP studies. The findings from SLR are helpful in understanding the relationship between PPP and infrastructure development, economic growth, and institutional strengthening. A major part of SLR covers three regions of Asia–Pacific, particularly China and India. The review identifies critical gaps: insufficient frameworks for assessing social and environmental impacts, ineffective risk management strategies, and inadequacies in stakeholder engagement. This study underscores the importance of governance mechanisms and collaborative approaches in enhancing PPP effectiveness. This review points out existing research and further opportunities for future research to help policymakers, practitioners, and academics unlock the benefits of PPPs for sustainable development. Recommendations include robust tools for assessments, improved governance frameworks, and interdisciplinary approaches capable of tackling the many complexities involved in PPP implementation.
