Модели Производственного Потенциала И Оценки Технологической Эффективности Регионов Рф С Учетом Структуры Производства

Abstract

На основе авторской методологии построена эконометрическая модель производственного потенциала регионов РФ, учитывающая оценки интеллектуального капитала и характеристики факторов эффективности, определяющие готовность к инновациям. В развитие результатов, представленных авторами в (Макаров и др., 2014), получены оценки технической эффективности производства для всех регионов за период 2009-2013гг. Построены эконометрические модели производственного потенциала для групп регионов, сопоставимых по структуре промышленного производства. Получены оценки технической эффективности для регионов, входящих в каждую группу. Проведена проверка гипотез, позволяющих сравнивать оценки эффективности региона, полученные по модели соответствующей группы с оценками, полученными по модели, построенной для всей совокупности регионов. Показано, что наблюдается рост эластичности ВРП по объему интеллектуального капитала для регионов, входящих в базовую группу, группу «обрабатывающих» и группу «сельскохозяйственных» регионов, а также в модели, построенной для всей совокупности регионов. Установлено, что модель, построенная для всей совокупности регионов, может быть использована для получения локальных оценок эффективности регионов базовой группы. Локальные оценки эффективности регионов, входящих в другие группы, целесообразно получать по соответствующим моделям. Общая модель производственного потенциала правильно отражает временные тренды эффективности, оцененной по моделям производственного потенциала регионов каждой группы. Поэтому общая модель может быть использована для моделирования динамики эффективности регионов. Все значения оценок параметров моделей в четвертой строке таблицы 3 следует читать без цифры «ноль» перед запятой.
