De la désétatisation en Europe de l'Est

Abstract

[eng] This paper discusses some of the issues raised by the institutional reforms (including the privatisation of State-owned enterprises) envisaged in Eastern Europe. We first briefly refer to the historical context in which these reforms are taking place, and mention the limits of the previous trend of microeconomic reforms implemented in the 1980's in countries like Poland or Hungary. We then present a quick (and incomplete) overview of the theoretical debate on privatisation among Western economists, before pointing out several contraints that might affect both the nature and the timing of the privatisation process in Eastern Europe. The main contribution of this paper consists however in suggesting and discussing different alternatives for transferring property rights and/or control rights away from central planners to decentralized decision-makers. [fre] Cet article traite de certaines questions liées à la transition des économies de l'Est vers des systèmes « de marché ». Après un bref aperçu historique où nous mentionnons les tentatives de réformes partielles engagées dans les années quatre-vingt en Pologne et en Hongrie, et après avoir évoqué certains arguments théoriques en faveur de la privatisation, nous cherchons à dégager ce qui nous semble être des contraintes majeures aux processus de privatisation dans le contexte particulier des pays de l'Europe de l'Est. Ces contraintes sont de nature tant économique, que culturelle et politique. La contribution principale de cet article est de proposer et discuter différentes solutions permettant de transférer de façon effective la propriété et/ou le contrôle des entreprises et secteurs d'État.
