Abstract

[eng] Drug consumption and the efficiency of public policies . . The first part of this text is devoted to analysis of drug consumption in the United States. The second part records different experiences in terms of public policies, especially the interdiction of alcohol during the 30ths. The repression of the drug traffic leads to a rise in the prices of drugs. The hypothsesis made as to the price-demand elasticity determines the importance of crowding out consumptionn. Finally, the effectiveness of repression, according to the level of the trafficking network against wich it acts, is the subject is analysed. [fre] Consommation de drogue et efficacité des politiques publiques. . La première partie de ce texte est consacrée aux analyses de la consommation de drogue aux États-Unis. Après avoir tiré les enseignements de la prohibition de l'alcool durant les années trente, la seconde partie recense les différentes expériences en matière de politiques publiques. La répression du trafic de drogue entraîne une hausse de son prix. L'hypothèse faite quant à l'élasticité de la demande au prix détermine l'importance de l'effet d'éviction de la consommation. Enfin, l'efficacité de la répression, selon le niveau de la filière de trafic à rencontre duquel elle s'exerce, est étudiée.
