Le coût des fluctuations cycliques agricoles pour la collectivité

Abstract

[fre] Les notions de surplus sont utilisées pour évaluer la perte économique et les effets de répartition induits par les cycles agricoles. Quand le cycle est régulier, la perte collective et les transferts prennent une forme simple en fonction de l'amplitude des prix et des quantités. Le rôle redistributif du secteur intermédiaire est discuté en fonction du mode de formation des marges. Trois politiques de stabilisation (retrait des excédents, paiements compensatoires et stockage) sont évaluées en terme de bilan économique et d'impact sur la répartition des revenus et sur les dépenses publiques. [eng] Welfare aspects of agricultural cycles. Economic surplus is used to evaluate the welfare loss and distribution effects in the context of cobweb cycles. Aggregate loss and transfers take a simple formulation in terms of price and quantity deviations when the cycle is regular. The distributive role of the marketing sector is discussed according to margin behavior. Three stabilizing policies (destruction of excess supply, deficiency payments and storagé) are evaluated in terms of their welfare gains and distributive impacts including the budget cost.
