Un modelo de las preferencias del responsable de las decisiones políticas permite evaluar los parámetros de aversión a las desigualdades específicas de cada país y establecer de esta forma comparaciones internacionales. El procedimiento utilizado permite también evaluar el coste de las transferencias públicas y el valor marginal de los gastos gubernamentales.
