Az iparpolitika megváltozott szerepe - Portugália és Magyarország egybevetése
[The changing role of industrial policy - a comparison between Portugal and Hungary]

Abstract

Az elmúlt három évtizedben egymással össze nem hangolt átalakulási folyamatok zajlottak Portugáliában. Az első a hatvanas évek elején az EFTA tagsággal indult; e folyamat célja a portugál gazdaság fokozódó integrálása a nyugat európai kereskedelmi blokkokkal a kereskedelem liberalizálása és a gazdasági tevékenység deregulálása révén. 1974-1977 ben éles irányváltás következett be, az új cél ekkor a szocialista gazdaság felépítése még a Nyugat Európától való elszigetelődés árán is. A gazdaságpolitika gyakorlatában ez a cél csak rövid ideig élt, de nyomai a mai napig fennmaradtak. 1986 ban Portugália az Európai Közösség (EK) tagja lett. A kilencvenes években a maastrichti szerződés új kihívások elé állította a portugál gazdaságot. A különbségek ellenére mind a magyarországi, mind a portugál piacgazdasági átmenet alapvetően megváltoztatja a gazdasági tevékenység alkotmányos kereteit, befolyást gyakorol a gazdaságpolitika szinte minden szintjére. A kérdés teljes körű ismertetése a makroökonómiai és a mikroökonómiai politikában bekövetkezett változások szimultán tárgyalását kívánja meg. A szerző a portugál és a magyar iparpolitika fő tendenciáira koncentrál - némi kitekintéssel a makroökonómiai és a kereskedelempolitikára.
