Abstract

•Conceptual plurality delays effective monitoring of transport poverty.•Transport poverty lacks EU-level measurement standards.•Existing data are fragmented, outdated and often rely on weak proxies.•Smart mobility data offer potential but are unevenly distributed.•A shared framework is key to fair Social Climate Plan implementation.
