Türkiye Avrupa Birliði Ýliþkilerinin Geleceði: Gümrük Birliði’nin Güncellenmesi

Abstract

Türkiye ile Avrupa Birliði (AB) arasýnda sadece sanayi mallarýný ve iþlenmiþ tarým ürünlerini kapsayan Gümrük Birliði 1996 yýlýnda uygulamaya koyulmuþtur. AB’ye tam üye olmadan Gümrük Birliði’ne girmesi Türkiye açýsýnda bazý dezavantajlarýn ortaya çýkmasýna neden olmuþtur. Türkiye’nin AB’ye tam üye olmamasýndan kaynaklanan söz konusu olumsuzluklar Gümrük Birliði ile ilgili tartýþmalarý beraberinde getirmiþtir. AB’ye tam üyelik süreci müzakere aþamasýnda olup, yakýn gelecekte tam üyelikle sonuçlanmasý mümkün gözükmemektedir. Bu nedenle çalýþmada Türkiye’nin içinde bulunduðu ve sürdürülemez olan mevcut durumunun iyileþtirilmesi için tam üyelik dýþýndaki alternatif çözüm yollarý irdelenmiþtir. Yapýlan deðerlendirmeler sonucunda, hem AB’ye tam üyelik sürecini sekteye uðratmayacak olmasý hem de Türkiye’nin elde edeceði ekonomik yararlar nedenleriyle Gümrük Birliði’nin güncellenmesinin daha yararlý olacaðý söylenebilir.
