Nouvel Essor Des Fondations Au Québec Et Au Canada: Pour Une Analyse Sociopolitique Fondée Sur Le Concept D'Économie Plurielle

Abstract

type="main" xml:lang="es"> Las fundaciones han sido escasamente estudiadas en Canadá y en Quebec. Nuestro artículo reconoce el papel desempeñado por estas organizaciones, así como la aparición de nuevas fundaciones, cuya fortaleza se pone de manifiesto tanto en el número de ellas como en las donaciones que perciben. La primera parte recoge una recensión de artículos procedentes de USA desde los años 2000. La segunda examina los datos relativos a las fundaciones canadienses y quebequenses que están disponibles en las principales fuentes utilizadas en Canadá y en Quebec, es decir, fuentes que tienen tendencia a delimitar y clasificar las fundaciones a partir de categorías principalmente fiscales y legales, lo que conduce a afirmar, con toda simplicidad, que las mismas son privadas o públicas. A la conclusión de estas dos primeras partes del artículo, estamos en disposición de plantear algunas cuestiones sobre los límites de los enfoques basados principalmente en categorías fiscales y legales. Así, se propone abiertamente en la tercera parte del artículo un avance de una visión teórica alternativa de perfil más sociopolítico. Este enfoque hace referencia a los conceptos de economía social y solidaria y de economía plural, con la finalidad de conocer mejor las fundaciones y los nuevos compromisos institucionales en los que están inmersas en Canadá. A partir de estas herramientas conceptuales, afirmamos que las fundaciones pueden ser analizadas como parte integrante de la economía social y solidaria, lo que no quiere decir que reproduzcan automáticamente en sus prácticas y valores los principios de la Economía Social y Solidaria (ESS). Por contra, en sus prácticas, para favorecer la claridad de la economía plural, es posible desplegar un análisis sociopolítico enfocado a las diferentes configuraciones o formas de hibridación específicas derivadas de las transacciones entre los principios de la ESS (reciprocidad), de la economía privada (competencia) y de la economía pública (redistribución).
