Versorgungssicherheit mit Strom: Empirische Evidenz auf Basis der Inferred-Valuation-Methode

Abstract

Dieser Beitrag untersucht auf Basis einer Befragung von mehr als 5.000 Haushaltsvorständen und eines randomisierten Entscheidungsexperiments die Zahlungsbereitschaft für die Versorgungssicherheit mit Strom. Alternativ zu der Frage nach der eigenen Zahlungsbereitschaft (Contingent-Valuation-Methode, CVM) wurden Teilnehmer nach ihrer Einschätzung der Zahlungsbereitschaft eines hypothetischen Haushalts gefragt. Dieser Ansatz wird Inferred-Valuation-Methode (IVM) genannt und wurde eingeführt, um die als Hypothetical Bias bezeichnete potentielle Überschätzung von hypothetischen Zahlungsbereitschaften zu vermeiden. Unsere Studie stellt einen empirischen Vergleich beider Methoden für das private Gut Stromversorgungssicherheit dar. Die empirischen Ergebnisse lassen Zweifel am Nutzen dieser Methode aufkommen: Entgegen den Erwartungen liegen die IVM-Resultate für Stromversorgungsicherheit im Mittel deutlich über den CVM-Ergebnissen.
