Kurzarbeit in Deutschland und Österreich

Abstract

Vor dem Hintergrund der internationalen Finanzmarkt- und Wirtschaftskrise der Jahre 2008 und 2009 wurden die Regelungen für die konjunkturbedingte Kurzarbeit in Deutschland und Österreich angepasst, der Zugang zur Förderung wurde erleichtert und die Förderung finanziell attraktiver gestaltet. Im 1. Halbjahr 2009 war in beiden Ländern ein massiver Anstieg der Zahl der Personen in Kurzarbeit zu verzeichnen, der in Deutschland stärker ausfiel als in Österreich. Die in beiden Ländern implementierten Anreizmechanismen, welche die Weiterbildung während der Kurzarbeit forcieren sollten, wurden aber in beiden Ländern wenig in Anspruch genommen. Der vorliegende Bericht diskutiert mögliche Gründe für die unterschiedliche Inanspruchnahme von Kurzarbeit und Qualifizierungsangeboten während der Kurzarbeit mit besonderem Fokus auf den formalen und finanziellen Rahmenbedingungen.
