50% des Budgets der aktiven Arbeitsmarktpolitik für Frauen. Implementierung, Umsetzung und Wirkung des Genderbudgetziels

Abstract

2007 wurde in Österreich die Verpflichtung zum Gender-Budgeting verfassungsrechtlich verankert. Sie gilt für den Bundeshaushalt ebenso wie für die Haushalte der nachgeordneten Gebietskörperschaften und ist damit ein integraler Bestandteil der wirkungsorientierten Haushaltsführung. Im Arbeitsmarktservice besteht vor dem Hintergrund der Zielsetzungen des Bundesministers für Arbeit eine mehrjährige Tradition der geschlechtersensiblen, gleichstellungs- und wirkungsorientierten Arbeitsmarktpolitik. Seit mehreren Jahren ist dabei die explizite Vorgabe an das Arbeitsmarktservice formuliert, zumindest 50% der Fördermittel im Rahmen der aktiven Arbeitsmarktpolitik für Frauen zu verwenden. In der vorliegenden Studie werden basierend auf einer Kombination von quantitativen und qualitativen Methoden die Strategien und Strukturen des Mitteleinsatzes in den Bundesländern untersucht sowie die Wirkung dieses Genderbudgetziels diskutiert.
