Konjunkturelle Kurzarbeit - Was kann bei vorübergehendem Arbeitsausfall bewirkt werden?

Abstract

Seit Ende 2008 wurde die Inanspruchnahme des Kurzarbeitergeldes bei voraussichtlich vorübergehendem Arbeitsausfall ("konjunkturelle Kurzarbeit") in mehreren Schritten und bis Ende 2010 befristet erleichtert. Dies betrifft vor allem die Ausweitung der maximalen Bezugsfrist des Kurzarbeitergeldes auf bis zu 24 Monate, eine großzügige Unterstützung der kurzarbeitenden Betriebe durch die Erstattung der ansonsten von ihnen voll zu tragenden Sozialversicherungsbeiträge für die Ausfallzeiten sowie die Förderung von Qualifizierungsmaßnahmen für die Kurzarbeitenden. Damit wird zweierlei intendiert: den angesichts der aktuellen Wirtschaftskrise drohenden Anstieg der Arbeitslosigkeit zu vermeiden und Anreize zu geben, Ausfallzeiten produktiv zu nutzen. Der Beitrag gibt einen Rückblick auf die Umsetzung von Kurzarbeit in der Vergangenheit, stellt die Neuregelungen zur konjunkturellen Kurzarbeit vor und fragt unter Berücksichtigung des einschlägigen Forschungsstandes nach dem Wirkungspotenzial der Kurzarbeit, insbesondere mit Blick auf die angestrebte schnelle Entlastung des Arbeitsmarktes und die erhoffte Brückenfunktion der Kurzarbeit hin zum erhofften wirtschaftlichen Aufschwung.
