Sozialstaatsfinanzierung in der Krise - alles wie gehabt?

Abstract

Die Wirtschaftskrise, die im Jahr 2008 ihren Anfang genommen hat, brachte in der EU einen starken Einbruch von Wirtschaftsleistung und Beschäftigung. Aufgrund der sozialen Sicherungssysteme konnten die Auswirkungen zum Teil abgefedert werden, nicht jedoch ohne starken Anstieg der öffentlichen Verschuldung. Das veranlasste die meisten EUStaaten zum Schnüren von Sparpaketen, die teilweise erhebliche Auswirkungen auf die Finanzierung der sozialen Sicherheit haben. Das Paper zeigt, dass der Einbruch der öffentlichen Einnahmen in Österreich und Deutschland, beides Vertreter des korporatistisch/ kontinentalen Wohlfahrtsmodells weit geringer ausfiel, als Schweden (universales Wohlfahrtsmodell), dem Vereinigten Königreich (Beveridge-Modell) oder Ungarn (Mittel-/Osteuropa). Wesentlicher Grund dafür war die stabile Beschäftigungsentwicklung in den erstgenannten Ländern, mit positiven Auswirkungen auf den Konsum und letztlich auf die Einnahmen aus indirekten Steuern und Sozialversicherungsbeiträgen. Vor allem die Einnahmenausfälle in Ungarn und dem Vereinigten Königreich, aber auch die scheinbar übermäßig harte Konsolidierung in Deutschland haben jedoch die finanziellen Möglichkeiten dieser Länder für eine Gegensteuerung bei zukünftigen Krisen massiv eingeengt.
