Do agglomeration economies affect firms’ returns to training? Evidence based on French industrial firms

Abstract

This paper examines empirically the economic relationship between local labour market size and firm returns to training. Anchoring in the literature of micro‐foundation of agglomeration economies, we suspect that this relation is driven by two mechanisms: (i) labour pooling which should positively influence the returns to training through matching and learning effects and (ii) the risk of labour poaching, which tends to reduce the returns to training in larger labour markets. Our estimates, based on a large sample of French industrial firms, reveal that returns to training are increasing with the labour market size, suggesting that labour pooling dominates labour poaching effects. On average, returns to training lie between 6.7 and 7.7%, more in line with the microeconomic literature on education than previous studies focusing on training. Este artículo examina empíricamente la relación económica entre el tamaño del mercado laboral local y los beneficios de las empresas procedentes de la formación. Partiendo de la literatura de los microfundamentos de las economías de aglomeración, se especula que esta relación está impulsada por dos mecanismos: (i) la puesta en común de mano de obra, que debería influir positivamente en los beneficios de la formación a través de los efectos de adecuación y aprendizaje, y (ii) el riesgo de birlar la mano de obra, que tiende a reducir los beneficios de la formación en los mercados de trabajo más grandes. Las estimaciones del estudio, basadas en una amplia muestra de empresas industriales francesas, revelan que los rendimientos de la formación aumentan con el tamaño del mercado laboral, lo que sugiere que la puesta en común de la mano de obra domina los efectos de birlar la mano de obra. Por término medio, los rendimientos de la formación se sitúan entre el 6,7 y el 7,7%, más en consonancia con la literatura microeconómica sobre educación que con los estudios anteriores centrados en la formación. 本稿では、地域の労働市場の規模と企業の研修へのリターンとの経済的な関連性を実証的に検証する。集積の経済のミクロ経済的基盤に関する文献に注目すると、この関連性は、2つのメカニズム、すなわち、1)マッチングと学習効果を通じて研修へのリターンにプラスの影響を与えるべき労働力のプーリング及び、2)より大きな労働市場で研修へのリターンを低下させる傾向がある労働力のポーチングのリスクによるものであると考えられる。フランスの製造業の大規模サンプルに基づいた我々の推定から、研修へのリターンは労働市場の規模とともに増加しており、労働力のプーリングが労働力のポーチングの影響を大きく上回っていることが示唆される。研修へのリターンは平均で6.7~7.7%であり、研修に関して検討した既存研究よりも教育に関するミクロ経済学の研究に一致するものである。
