Die Rolle der Strukturpolitik in der Europäischen Integration

Abstract

Die Strukturpolitik der Europäischen Union erfuhr seit dem Jahr 1975 eine erhebliche Ausweitung, die oft eng mit weitgehenden Integrationsschritten wie Erweiterungen oder der Verabschiedung wichtiger Verträge einherging. Der vorliegende Beitrag zeichnet die wesentlichen Entwicklungsstationen der EU-Strukturpolitik nach und zeigt auf, dass die Strukturpolitik als Kompensationsinstrument bei einstimmig von den Staats- und Regierungschefs zu treffenden Entscheidungen genutzt wird. Dies ist ein Grund für Defizite der EU-Strukturpolitik, die kurz erörtert werden. Ausgehend von diesen Defiziten und der Analyse, dass die Strukturpolitik als Kompensationsinstrument dient, entwickelte sich eine Reformdiskussion, deren unterschiedliche Richtungen nachvollzogen und bewertet werden.
