Abstract

Auch nach dem Kompromiß von Berlin bleibt der grundlegende Konstruktionsfehler der EU-Finanzverfassung bestehen: Eine rationale und allokativ effiziente europäische Politik wird durch die Dominanz der Umverteilungsaufgaben im EU-Budget verhindert. Können durch eine konsequente Trennung der allokativen von der kompensatorischen Funktion des EU-Finanzsystems auf Dauer die unübersehbaren systemimmanenten Mängel beseitigt und die Voraussetzungen für ein Gelingen der Osterweiterung geschaffen werden?
