Länderfinanzausgleich 2020: Neue Form - alte Probleme

Abstract

Bund und Länder vereinbarten 2016 eine Reform ihrer Finanzbeziehungen. Der neue Länderfinanzausgleich gilt erstmals im Jahr 2020. Seine Funktionsweise und Wirkungen werden zunächst detailliert dargestellt und illustriert. Gegenüber dem alten System zeigen sich große formale, aber nur geringe materielle Unterschiede. Die Reform hat die bestehenden Defizite nicht beseitigt, sondern zum Teil noch verschärft. Der Autor präsentiert vor diesem Hintergrund ein Modell für eine erneute Reform des Länderfinanzausgleichs. Mit dem Ziel einer Verbesserung der Anreizeffekte werden alle finanzkraftabhängigen und möglichst auch die sonstigen Bundesergänzungszuweisungen auf Pauschaltransfers umgestellt. Diese werden schrittweise abgeschmolzen und laufen schließlich nach einer mehrjährigen Übergangszeit aus. Die freigesetzten Bundesmittel fließen kontinuierlich in den Umsatzsteueranteil der Länder oder in die Infrastrukturförderung. Der Finanzkraftausgleich wird damit auf seine horizontale Dimension reduziert.
