Sozio-ökonomische Bedeutung von modernen Breitbandnetzen und Breitband-Fördermaßnahmen

Abstract

Moderne Breitbandnetze sind eine zentrale Voraussetzung für die digitale Transformation von Wirtschaft und Gesellschaft. Die vorliegende EcoAustria Policy Note analysiert auf Basis mehrjähriger Forschungsarbeiten und einer Evaluierung der Programme BBA2020 und BBA2030 die volkswirtschaftlichen Effekte der österreichischen Breitbandförderung zwischen 2015 und 2024. Die Ergebnisse zeigen: Die öffentlichen Investitionen in Höhe von rund 2,1 Milliarden Euro waren hoch rentabel. Den Fördermitteln stehen geschätzte zusätzliche BIP-Effekte von 7 bis 12 Milliarden Euro gegenüber. Daraus ergibt sich ein fiskalischer Multiplikator von 3,4 bis 5,7. Die Evaluierung weist einen kausal signifikanten Nettofördereffekt nach - insbesondere beim Ausbau gigabitfähiger Anschlüsse. Zudem zeigen sich positive räumliche Spillover-Effekte, da Investitionen in einzelnen Gemeinden häufig weitere Ausbauschritte in benachbarten Regionen begünstigen. Ein zentraler Befund der Analyse ist jedoch, dass die wirtschaftlichen Effekte primär durch die tatsächliche Nutzung von Breitbanddiensten entstehen, und nicht allein durch deren Verfügbarkeit. Während mobile Nutzung kurzfristig starke Impulse setzt, entfalten Glasfaserinfrastrukturen ihre Effekte langfristig und kumulativ. Produktivitätsgewinne ergeben sich insbesondere dann, wenn Unternehmen in digitale Kompetenzen, Software und organisatorische Anpassungen investieren und digitale Anwendungen aktiv einsetzen. Vor diesem Hintergrund leitet EcoAustria drei wirtschaftspolitische Handlungsempfehlungen ab: Erstens sollten Angebots- und Nachfrageseite gemeinsam gestärkt werden, etwa durch Programme zur Förderung digitaler Kompetenzen und zur Unterstützung der digitalen Transformation von KMU. Zweitens ist eine stärkere Technologieneutralität in der Förderpolitik anzustreben, um Kosteneffizienz und Versorgungsgeschwindigkeit - insbesondere in strukturschwächeren Regionen - zu erhöhen. Drittens sollte Breitbandpolitik stärker mit Qualifizierungs-, Innovations- und Unternehmenspolitik verzahnt werden, da der volle wirtschaftliche Nutzen digitaler Infrastruktur erst durch komplementäre Investitionen entsteht. Die Policy Note kommt damit zu dem Schluss: Breitband ist eine gesamtwirtschaftliche Schlüsseltechnologie, deren bisherige Fördermaßnahmen sich klar gerechnet haben. Für künftige Programme wird jedoch entscheidend sein, Infrastruktur, Nutzung und digitale Fähigkeiten gemeinsam weiterzuentwickeln, um das volle Wertschöpfungspotenzial auszuschöpfen.
