Ausmaß, Ursachen und Folgen der Überlastung der öffentlichen Verwaltung in Baden-Württemberg und Rheinland-Pfalz

Abstract

Der vorliegende Auswertungsbericht präsentiert die Ergebnisse einer repräsentativen Online-Verwaltungsumfrage in den Bundesländern Baden-Württemberg (N=676) und Rheinland-Pfalz (N=211), welche vom Südwestrundfunk unter der wissenschaftlichen Anleitung der Arbeitsgruppe Verwaltungswissenschaft der Universität Konstanz im ersten Quartal des Jahres 2024 durchgeführt wurde. Ziel der Umfrage war es, das Ausmaß, die Ursachen und Folgen einer möglichen Überlastung der öffentlichen Verwaltung aus Sicht der Behörden zu erforschen. Hierzu wurden sechs Arten von Behörden insgesamt 32 standardisierte Fragen gestellt: Bürgerbüros, Ausländerbehörden, Sozialämtern, Baubehörden, Jugendämtern und Kfz- Zulassungsstellen. Der Schlussbericht präsentiert deskriptive statistische Ergebnisse zur Beantwortung von vier übergreifenden Fragen, welche im Folgenden kurz zusammengefasst werden. [...]
