Innovazione nel trasporto marittimo: inquadramento teorico e casi applicativi

Abstract

Sempre più frequentemente si rilevano processi innovativi in tutti i settori del trasporto inclusa l’intermodalità. In particolare, si possono identificare diverse tipologie di innovazioni, siano esse di carattere tecnologico, organizzativo o socio-culturale. Considerando lo stato dell’arte di tali innovazioni, è evidente la mancanza di analisi di benchmarking o di altre metodologie di analisi delle innovazioni nei sistemi di trasporto. In questo paper si intende innanzi tutto identificare valutare i paths alla base dei nuovi processi innovativi in ambito marittimo-portuale, oltre alle principali determinanti, agli attori coinvolti e al loro ruolo in tali processi, ed infine quali azioni di policy sono o potrebbero essere adottate. Si procederà quindi all’analisi di alcune best practices a livello sia globale che locale per identificare e valutare le condizioni economicoorganizzative e di policy che consentono l’applicazione di concetti e processi innovativi nell’ambito del trasporto marittimo. A tal fine, saranno stabilite tipologie di variabili che determineranno le possibili path options. Esse costituiranno la base per l’identificazione di casi innovativi di successo, ma anche di quelli classificabili come “non ancora di successo”, ad esempio a seguito di barriere all’implementazione e alla trasferibilità di concetti e processi innovativi. Sarà così possibile determinare quali innovazioni possono essere ulteriormente sviluppate e quali invece sono state applicate per un tempo relativamente breve, risultando ad oggi fallimentari nel caso di sistemi innovativi di trasporto marittimo-portuale.
