Abstract

The work systematizes the requirements and criteria of best practice in the sphere of development of state policy and state regulation, enshrined in the recommendations and other documents of the OECD, and also analyzes examples of the implementation of these requirements and criteria in selected foreign countries. Based on the systematization of OECD requirements and criteria, a comparison of Russian law enforcement practices with OECD requirements was carried out. Based on the results of the comparative analysis, proposals on priority measures of improving the procedures for the development of state policy and state regulation in Russia have been developed.
