Asimetrías territoriales en ciencia y tecnología y vinculación con la estructura productiva: nuevas aproximaciones por provincias y departamentos de Argentina

Abstract

Las profundas desigualdades regionales son un rasgo distintivo de los países en desarrollo y Argentina es un claro exponente de este problema: las cuatro principales jurisdicciones, que representan el 22% de la superficie, concentran alrededor del 60% de la población y 70% del producto. Sin embargo, la inversión y el personal destinado a ciencia, tecnología e innovación (CTI) se encuentran aún más concentrados geográficamente (alrededor del 80% en esas cuatro provincias), y la brecha entre las provincias con mayor y menor inversión o personal en CTI son muy superiores a las diferencias interprovinciales en términos de PBI per cápita (CEPAL-MINCYT, 2023). Este capítulo apunta entonces a conocer con mayor grado de detalle las asimetrías en CTI, tanto entre provincias como al interior de las mismas, lo cual aporta un encuadre general para el libro y los restantes capítulos que lo componen. En particular, se realizan tres aportes a los estudios regionales previos. En primer lugar, mediante un análisis cluster, se construye una nueva tipología de provincias en función del grado de desarrollo de su sistema de CTI. A diferencia de las clasificaciones previas (IIEBCC, 2012; Niembro, 2017; 2020; Barletta y Erbes, 2021; Niembro y Starobinsky, 2021), la misma combina los tradicionales indicadores de inversión y recursos públicos con indicadores nuevos y actualizados de inversión privada-empresarial y de la intensidad tecnológica de la estructura productiva local. Esto permite comparar los resultados con los alcanzados en estudios anteriores, que se centran mayormente en las características del sistema científico público, sin reconocer algunas particularidades regionales del aparato productivo y empresario. Un segundo aporte consiste en ahondar en las asimetrías de CTI al interior de las provincias argentinas, a nivel de departamentos, una escala escasamente explorada hasta el momento. Esto permite complejizar la mirada territorial, ya que la elevada concentración de capacidades científico-tecnológicas en unos pocos departamentos del país reproduce al interior de las provincias un conjunto diferente de desigualdades. Finalmente, se propone una técnica (desarrollada inicialmente para CEPAL- MINCYT, 2023) para identificar en qué medida las capacidades científico- tecnológicas disponibles se corresponden con los posibles requerimientos de conocimiento de la estructura productiva regional, contrastando los resultados obtenidos en la escala de provincias y de departamentos. Más allá de aportar nueva evidencia para el caso argentino, este último punto contribuye a una literatura reciente y todavía poco consolidada que busca analizar los vínculos entre las capacidades científicas y las capacidades productivas y de innovación (Balland y Boschma, 2022; Catalán et al., 2022; Tomaz y Fischer, 2022; Moscatelli et al., 2024; Françoso, 2025).
