Euroraum vor der Zerreißprobe?

Abstract

Infolge der Finanz- und Wirtschaftskrise sind insbesondere in den Ländern mit Leistungsbilanzdefiziten die Defizite der öffentlichen Haushalte empor geschnellt und die Staatsverschuldung ist stark gestiegen. Damit ist die Frage nach dem Umgang mit den Ungleichgewichten im Euroraum und mit Zahlungsbilanzkrisen in den Vordergrund der wirtschaftspolitischen Diskussion gerückt. Wird nun als Reaktion auf die Krise in allen Ländern ein Konsolidierungskurs gefahren, der die wirtschaftliche Aktivität schwächt, droht ein realer Abwertungswettlauf bis hin zu Deflationsgefahren im Euroraum. Diesem Negativ-Szenario wird ein Win-Win-Szenario gegenübergestellt, bei dem die Überschussländer durch die Stärkung ihrer Binnennachfrage einen sich selbsttragenden Aufschwung in Gang setzen, der ihnen selbst die Konsolidierung erleichtert und gleichzeitig den Defizitländern die Bewältigung ihrer Leistungsbilanz- und Budgetprobleme. Gegenwärtig kann ein ausreichender Impuls für die europäische Binnennachfrage nur von der Fiskalpolitik ausgehen. Dabei steht Deutschland besonders in der Pflicht. Um in Zukunft Belastungen für den Zusammenhalt des Euroraums zu vermeiden müssen Zahlungsbilanzprobleme innerhalb des Währungsraums frühzeitig erkannt und adäquat angegangen werden. Ein Arrangement, das sowohl Defizit- als auch Überschussländer in die Pflicht nimmt, würde dem Euroraum seine Stabilität zurückgeben.
