Abstract

"In the course of German labour market reforms, activating elements were reinforced in order to emphasize responsibility of the unemployed regarding their integration into regular employment. Consequently, they are no longer regarded as passive recipients of benefits. Instead, they are supposed to shape their individual process of integration together with their partners in labour offices and job centres. An important element of this strategy is the so called integration agreement (Eingliederungsvereinbarung). These documents contain common goals and mandatory efforts of the unemployed as well as services of the institution like job offers, participation in labour market schemes or further training. This report analyses whether and to what extent this instrument supports processes of activation and integration of the unemployed." (Author's abstract, IAB-Doku) ((en))
