Ausländer in Deutschland: Vergleichsweise schlecht qualifiziert

Abstract

"Die Qualifikation der ausländischen Bevölkerung ist in klassischen Einwanderungsländern wie Australien, Kanada und den USA sehr viel höher als in europäischen Einwanderungsländern wie Deutschland und Frankreich. Zudem sind die Migranten in den klassischen Einwanderungsländern im Durchschnitt deutlich besser qualifiziert als die Bevölkerungen der Herkunftsländer, während für Deutschland und Frankreich das Gegenteil gilt. Die höhere Qualifikation der ausländischen Bevölkerung in den klassischen Einwanderungsländern ist vor allem auf die Steuerung der Migration nach Humankapitalkriterien zurückzuführen. Ökonomische Anreize wie die Einkommensverteilung in den Zielländern beeinflussen die Qualifikationsstruktur der ausländischen Bevölkerung ebenfalls, spielen aber eine geringere Rolle als die Einwanderungspolitik. Durch eine gezielte Steuerung der Zuwanderung nach Humankapitalkriterien könnte auch Deutschland längerfristig die Qualifikation der Bevölkerung mit Migrationshintergrund erhöhen. Das gilt allerdings nur dann, wenn sich auch die Zahl der Zuwanderer erhöht." (Autorenreferat, IAB-Doku)
