Abstract

This article looks at the role played by the regions in energy and climate planning in France. Through an analysis of the implementation of the regional plans for land use, sustainable development and territorial equality (SRADDET) created by the 2015 NOTRe law, it shows that this level of government is struggling to assert its capacity for strategic action in the face of three types of stakeholders. First of all, the State continues to play a framing role, which is most apparent upstream in the process, in its desire to restrict the Regions to the role of relaying national guidelines. Secondly, network operators are seeking to retain their autonomy of action by developing their own planning strategies. Finally, sub-regional authorities are contesting the territorialisation of the plans, in the name of respect for the free administration of local authorities. The process of drawing up the SRADDETs thus reflects a balance of power that is unfavourable to the regions, and reflects the still-fragile position they currently occupy in the governance of energy and climate.
