Abstract

Depuis plusieurs années, les métiers du soin et de l'accompagnement souffrent d'un déficit majeur d'attractivité, renforcé depuis la pandémie. Le secteur associatif des Etablissements et Services Sanitaires, Sociaux et Médico-Sociaux français n'est pas épargné. Or, si les lacunes des politiques et pratiques de ressources humaines sont largement soulignées, les causes organisationnelles et managériales sont encore souvent occultées (Payre et al., 2021).Face à ce défi, les communautés de pratique (COP) -des groupes de personnes aux intérêts ou pratiques communes, se réunissant régulièrement pour partager leurs expériences et monter en compétences -se multiplient, afin de faciliter innovations et apprentissages collectifs (Wenger, 1998; Rampa & Agogué, 2020).En septembre 2023, l' URIOPSS PDL (Union Régionale Interfédérale des Organismes Privés Sanitaires et Sociaux des Pays de la Loire), une méta-organisation -organisation composée d'autres organisations (Ahrne & Brunsson, 2005, 2008) -a mis en place une COP, destinée à répondre aux enjeux d'attractivité vécus par ses adhérents, des structures non-lucratives couvrant tous les âges de la vie (centre maternel, aide sociale à l'enfance, service infirmier à domicile, maison de retraite …). Ce groupe, composé d'une dizaine d'associations et animé conjointement par une salariée de l'URIOPSS et une chercheure, se rencontre tous les deux mois pour partager savoirs expérientiels et scientifiques.La majorité des recherches sur les communautés de pratique s'est principalement déployée dans des cadres intra-organisationnels, au sein de grandes entreprises (Brown & Duguid, 1991). Une observationparticipante, menée à l'URIOPSS PDL depuis septembre 2020, permet d'analyser les enjeux et effets de la mise en place d'une COP au sein d'une méta-organisation.Les résultats mettent en évidence des effets vertueux, la transférabilité de ses bénéfices, en particulier l'enjeu de la compétence collective pour la méta-organisation. Mais ils soulèvent aussi de nombreux questionnements (pérennisation, rôle du pilote, création de relations de proximité).
