Abstract

After the collapse of the Soviet Union, disarmament was discussed and the choice in favour of the civilian economy was favoured. Since the terrorist attacks of 2001 and the military conflicts in Iraq and Afghanistan, the perception of international security has changed. New civil and military security policies and strategies have to be devised to deal with the new threats, which include not only terrorism but also economic violence and dependence. The quest for American omnipotence as the world's policeman is likely to be progressively challenged by emerging powers, notably China, and even by Russia, which has maintained its nuclear power. Potentially, a new arms race cannot be ruled out, especially if economic and business rivalries build up new grievances.
