La Formation de l’Etat, son évolution et son utilité systémique

Abstract

The formation of the state is both a recent and recurrent phenomenon. It has manifested itself in different, non-linear forms, influenced by wars, revolutions, dictatorships, economic crises, the search for democratic values or the effects of domination. The modern state is characterized by its organization, its legislative power and the search for rationality in action. It suffers from many crisis effects, but it also presents itself as the forum for reducing the perverse effects of unbalanced markets. In the absence of a State capable of exercising its action of sovereignty, defence, justice in accordance with the law, police or organization of the rights and duties of everyone, the economic crisis is the consequence of the absence of the ultimate controller of a market left to the abandonment of illegal and violent opportunism. The example of Russia at the end of the 20th century is mentioned.
