Abstract

La politique agricole commune (PAC) est une des plus vieilles politiques européennes. Son historique met en évidence deux processus distincts, qui mettent en jeu des acteurs et des configurations institutionnelles différentes au sein du système politique communautaire. Un processus d'inertie tend à entretenir des permanences fortes dans la PAC, tandis qu'un processus de changement existe depuis l'origine mais se traduit de plus en plus concrètement dans les mesures prises depuis les années 80 (seuils de garantie, quotas laitiers, stabilisateurs, réforme de 1992). Le premier processus est une concrétisation de la prégnance et de la forte institutionnalisation des compromis sociaux existant autour de l'agriculture dans les États membres : il est incarné en particulier par le Conseil de l'agriculture et ses règles du jeu. Le second ressort d'une volonté extra-sectorielle, beaucoup plus politique, incarnée en particulier par le Conseil européen, et relayée par une stratégie de légitimation de ses pratiques par la Commission des Communautés européennes. De l'enchevêtrement et des interactions entre ces deux processus est née l'histoire de la PAC depuis son origine.
