L’État stratège : État « réduit » ou « à capacité étendue » en régime de gouvernance multi-niveaux ?

Abstract

La France a connu depuis les années 1980 de profondes transformations de son régime de gouvernance des politiques publiques. Très fortement imprégné antérieurement de la tradition jacobine, d'une logique centraliste qui confère à l'Etat un rôle très prééminent dans la spécification et la mise en oeuvre des politiques publiques, le modèle français s'en est trouvé grandement remis en cause. Si l'Etat entend encore aujourd'hui impulser l'action publique, un double mouvement a battu en brèche son hégémonie traditionnelle. La place croissante prise par les politiques européennes a en effet fait perdre une grande partie de leur substance aux politiques publiques nationales. Une majorité de textes législatifs des pays de l'UE sont ainsi aujourd'hui des transpositions de directives européennes. Depuis l'acte unique européen, des politiques qui relevaient de la pleine souveraineté de l'Etat nation sont aujourd'hui strictement encadrées et orientées par les dispositifs communautaires. Ce processus de décentralisation territoriale s'est doublé dans les années 2000 d'une décentralisation fonctionnelle, relative aux établissements publics chargés de gérer un service public, tels les universités, les hôpitaux publics, les musées nationaux. L'objet de ce chapitre est d'analyser les répercussions de ces transformations sur la conduite des politiques publiques pour un Etat se voulant stratège dans le cadre d'un régime dit de "gouvernance multi-niveaux".
