Universidad pública y rendición de cuentas

Abstract

Este documento analiza la evolución de la universidad para, sobre esa base, examinar el contenido de la reforma que propone el Proyecto de Ley Orgánica del Sistema Universitario, actualmente en trámite parlamentario. Su conclusión es que la situación de la universidad pública es deficiente, y que por ello urge modificarsu gobernanza, susincentivos y su asignación interna de recursos. Sin embargo, dicho proyecto de ley es continuista, de modo que, lejos de corregir el rumbo, vendría a agravar sus defectos.
