Agir ensemble pour une gestion plus efficace des services de l'eau potable et l'assainissement en Haïti

Abstract

Les conditions des services d'eau potable et d'assainissement en Haïti sont au-dessous des besoins de la population. Ce pays est considéré comme le plus pauvre de la région de l'Amérique Latine et des Caraïbes et présente des lacunes importantes quant à la mise en place initiale de ces services qui sont, sans doute, des facteurs déterminants pour le développement économique et social d'un pays. d'autre part, la situation politique de ces dernières années n'a pas contribué à améliorer la situation, malgré les efforts qui ont été réalisés par les autorités nationales avec l'Aide de la coopération externe. La croissance démographique et l'exode rural ont eu des effets importants sur le milieu urbain. Ces phénomènes ont contribué d'une part à une forte pression sur les infrastructures et les services publics (dont notamment l'eau), d'autre part à une bidonvilisation galopante affectant tout l'espace urbain, et enfin à un gonflement important du secteur économique informel. Tout cela oblige les autorités du pays et les donateurs à trouver des solutions pour améliorer les conditions de vie de la population et l'Accès aux services de base. En particulier, quatre thèmes de discussion ont été retenus: 1) les comités d'eau (komités d'lo): un bilan après 10 ans, 2) la gestion de l'eau potable et de l'Assainissement en milieu rural: expériences particulières, 3) l'Assainissement et ses implications sur l'environnement: un défi hier et aujourd'Hui, et 4) la coordination entre les différents intervenants dans le secteur: défis et perspectives. Un projet de réforme du secteur Eau Potable et Assainissement (EPA) a été présenté depuis 1997 et attend d'être approuvé par le Parlement. Comme dans la majorité des pays de la région, on constate que les réformes dans le secteur de l'eau et de l'Assainissement en Haïti tendent vers les mêmes objectifs des autres pays: la séparation des responsabilités de régulation de celles de maîtrise d'ouvrage et de fourniture de services, l'extension et la consolidation des processus de décentralisation dans l'Approvisionnement de ces services, un intérêt à renforcer la participation du secteur privé, la formulation d'un cadre de régulation adéquat et, plus récemment, l'intention de rendre les services auto finançables, C'est-à-dire qu'ils permettent le recouvrement des coûts.
