Financiamiento del Sistema de Salud en Colombia: Fuentes y usos

Abstract

Este estudio evalúa los mecanismos de financiación del sistema de salud, diferenciado los recursos de origen fiscal, parafiscal y otras fuentes utilizadas para atender prioritariamente los costos de los regímenes contributivo y subsidiado de salud. Durante los últimos años, el sector ha enfrentado problemas financieros y administrativos que han aumentado la necesidad de recursos fiscales para su financiación y que pueden afectar su sostenibilidad. En cuanto a la composición del flujo de egresos cabe destacar el costo del aseguramiento del régimen contributivo y subsidiado, que en promedio explica el 80% del total de los gastos del sistema durante el periodo 2011-2022. Además, se explican las presiones fiscales derivadas del gasto No UPC, la pandemia por Covid19, la migración venezolana y los gastos derivados de la Ley de Punto Final. **** ABSTRACT: This study evaluates the financing mechanisms of the healthcare system, differentiating faced financial and administrative problems that have increased the need for fiscal resources for its financing and that could affect its sustainability. Regarding the composition of the outflow, it is worth noting the cost of ensuring the contributory and subsidized regime, which on average explains 80% of the total system expenses during the period 2011-2022. Additionally, pressures derived from non-UPC spending, the Covid-19 pandemic, Venezuelan migration, and expenses derived from the Point Final Law are also explained.
